Haroun rather than waging a war against FPMrs and attacking GMA and FPM policy day and night why do you have to say about this.

نا-منذ ربع قرن والأمل يكبر لدى مهجري الجبل، عند كل وعد يتلقّونه من المخادعين الذين يقولون شيئاً ويفعلون عكسه وعدم إلتزام "ملك الجبل" بهذه الوعود وإرجاع الأجراس إلى كنائسها لكي تقرع عند العودة (أجراس العودة فلتُقرع)، ثم يخبت هذا الأمل فيكاد أن ينطفىء لولا اهتمام بعض الوطنيين الذين يعيدون تلك القضية - التي يغتاظ منها وليد بيك- إلى الواجهة فتتفاعل من جديد ويعود الأمل إلى القلوب بالعودة إلى الديار القريبة البعيدة. ولكن يعتبر المهجّرون أن طالما هناك من يستأثر بالسلطة أمثال وليد جنبلاط وسمير جعجع، فإن الأجراس لن تُقرع إلا في خطوةٍ جريئة من المهجرين بالعودة من تلقاء أنفسهم من دون انتظار القرار الذي لن يصدر أبداً.

أما قول وزير المهجرين نعمه طعمة بعد تسلمه الوزارة إن "ملف المهجرين يحتاج إلى قرابة 400 مليون دولار ورفضه أن يكون إقفال هذا الملف مقدمةً لإقفال الوزارة، إذ ثمة 400 موظف في الوزارة والصندوق، لا يجوز رميهم في الشارع" فخير دليل على ما تشهده عملية توزيع التعويضات اليوم التي حوّلّت قضية المهجَّرين الى قضيةٍ للمهجِّرين بكل ما لهذه الكلمة من معنى. فأصحاب الحقوق الذين هجروا منازلهم التي هدمت فيما بعد خلال حرب الجبل في الثمانينات بين "أعداء الأمس، حلفاء اليوم" القوات اللبنانية والحزب التقدمي الإشتراكي يتقهقرون اليوم للحصول على تعويضاتهم من الوزارة والصندوق الوطني للمهجرين بينما يتنعّم الذين صادروا هذه المنازل والأراضي بالأموال التي تصرفها لهم الوزارة تحت عناوين الإخلاءات وغيرها وعلى أسس سياسية وطائفية بحتة.

فمسؤول ملف المهجرين في التيار الوطني الحر سيزار أبو خليل والمتابع الأول لهذا الملف يفصّل بالارقام والنسب للtayyar.org كيف وزعت وزارة المهجرين التعويضات في الأشهر الثلاثة الأولى من العام 2008 أي كانون الثاني، شباط وآذار معتمداً في شرحه كل المعايير التي يمكن إتخاذها في هذه العملية.





ويكشف أبو خليل أن خلال الفصل الأول من العام 2008 تمّ دفع 12،5 مليار ليرة لبنانية توزعت كما يلي :
- 9،5 مليار للدروز والمسلمين أي ما يعادل 75% من العدد الإجمالي.
- 3 مليار للمسيحيين المهجَّرين أي ما يعادل 25% من العدد الإجمالي.





وبحسب معيار نوع التعويض فقد توزعت الأموال كالآتي :
- 80% من الأموال ذهبت لتعويض الإعمار.
- 91% من الأموال ذهبت لتعويض الترميم.
- 11% من الأموال صرفت لمصلحة الترميم المنجز.

أما بالنسبة للتوزيع الطائفي بحسب نوع التعويض فجاء بحسب التقرير الذي أعدّه أبو خليل كالآتي :
- تعويضات الإعمار: 80 % للمسلمين والدروز و20 % للمهجّرين المسيحيين.
- تعويضات الترميم المنجز: 70 % للمسلمين والدروز و30 % للمهجّرين المسيحيين.
- تعويضات الترميم: 30 % للمسلمين والدروز و70 % للمهجرين المسيحيين.





أخيراً وليس آخراً وبعد هذا السرد الرقمي المفصّل، فلا بدّ من الإشارة الى أن توزيع التعويضات بحسب المناطق وبإستثناء قضاء عاليه الذي تدفع فيه تعويضات قرية كفرمتى يكشف أن العاصمة بيروت وطرابلس عاصمة الشمال قد إستأثرتا بحصة الأسد من التعويضات والسبب الرئيس لذلك هو أن هذه المناطق تخضع للنفوذ السياسي المباشر لتيّار المستقبل.

Articles like this give me more munitions to attack the fpm and general el laymoun. Look, this cheap article was written and paid for by the fpm so it’s not an official report.

IMO, this account for the displaced is a farce. Think about it. General Aoun’s Militia goes on a killing rampage and destroys the Christian heartland. Years later Hariri goes on the road and begs to secure enough money to rebuild the destruction the general caused to homes and property in his liberation and ilgha wars. People like the general current friends (wahhab, kandil ha) blackmail the government and channel most of this money to their personal accounts and supporters. The general with all his might and glory shows up one day as an accountant wanting to know what happen to the money Hariri raised.

If your general really cares so much about the displaced Christians, instead of spending $500 millions on the OTV he could have spend that amount on them wa bala jmeelet eddawleh.

Last not least, the figures in the article don't add up - and if they do, they are not in your general favor. For example, you say: - 91% من الأموال ذهبت لتعويض الترميم.
Then you say: - تعويضات الترميم: 30 % للمسلمين والدروز و70 % للمهجرين المسيحيين
That shows the Christians got 70% of 91% of the money. Come on man, get your facts strait and let’s not use this issue to score points.

Had Ceasar Abou Khalil's report not been accurate i am sure nehme tohme would have come out denouncing it. Much like that script you posted last week from al shera3 magazine this article too has names dates and figures. Thank you FPM for keeping keeping the pressure on them thank you C&R block for holding ministers accountable.

oh dear funds of paris I and II were really well spent. how much debt is the country in as a result of Harriri snr and his financial wizard saniora at the time get the country into. look at the speed in which money was raised to rehouse Fate7 al Islam in naher al bared. Neither wahhab or kandil had anything to do with Malaf al Mouhajarine. this ministry belongs lale hajarna JUMBLATT.

In no way did FPM as a party and organisation finance OTV. FPM members and non members financed OTV. This is silly argument Haroun.

Think about it man. 100% of the 91%. 70 to christians 30 to muslims.

Funds to finance OTV came from shareholders fpm members and non members. for the purpose of funding OTV. Money was not transfered into an FPM account and then transacted to the OTV one.

two seperate entities.

It's a silly and illogical argument made by Haroun anyway...

So then if shareholders own OTV purely, how can you be assured of its Orange-class values of "unbiased" reporting..... Unbiased according to who? And who is really behind it? Surely there must be some sort of ethical control over who is pulling its strings.....

Man your confusing me. WTF does biased or unbiased reporting have to do with this thread and topic discussed?

Everyone knows OTV is Pro FPM. Everyone knows who is pulling its strings... what is your point here?

I repeat. No money from FPM's central account was transfered to fund OTV.

Are you 100% sure about that?

My point is that it should have used FPM money to finance the channel whether in full or part, but definitely not nothing. Whether it has or not is the debate here, but if it has not used its own money, then there lies a problem in the integrity of the channel. Ie. It becomes yet another money making enterprise and there would be any set of investors pulling the strings, say Saad Hariri for example can buy out a huge chunk of the network shares... what happens then? What would that say about the network's degree of value?

If OTV operates the way I believe they operate, and the FPM operates the way they say they do, defending integrity and honesty, then the FPM should have bankrolled OTV to keep it under its program, free from external interference and pressures.
