HA ran out of rubbish dump space to put the leftovers of the 2006 war, and because they have no one to fight now cos they are geographically challenged, they took on the streets of Beirut instead, and had to continue removing rubble from the bombed out places and had no where else to put them except on the road. I think it's all to do with the security portfolio just in case a Merkava V tank somehow rocked up in the city, shouldn't really be anything to be scared of, it's all about security.
